What is the implication of the news: "High radiation outside Japan's evacuation zone" according to IAEA ?

I'll try to stick with your first question. I wouldn't sweat it. We've had several decades of experience with radioactivity now. It's like heat in one way. A huge dose of it all at once can be deadly. but a smaller dose spread out over a long time is harmless. Remember the radon scare? Nothing happened.
