I have naturtiums growing in my garden and they areinfested with black bugs that hang on leave? Soap & water?

they are black bugs that are prolific on the udnerside of the leaves and i need to find some economical way to get rid of them. I have dishsoap but do notknow how much to use to eradicate them. there is no money for insecticides at this point.
